Background of the Study
Substance abuse among youths has emerged as a critical public health concern in many parts of Nigeria, including Toto Local Government Area, Nasarawa State. In response, vocational education has been promoted as an intervention strategy aimed at diverting young people from substance abuse by equipping them with practical skills and providing opportunities for meaningful engagement. The rationale is that by offering vocational training, youths can gain access to stable employment and develop a sense of purpose, thereby reducing the allure of substance-related activities (Chukwu, 2023). In Toto, where economic challenges and social vulnerabilities are prevalent, vocational education is viewed as a potential catalyst for positive behavioral change. Research indicates that participation in vocational programs can foster self-discipline, enhance self-esteem, and build resilience against negative social influences (Abdulrahman, 2024). Moreover, vocational training often involves hands-on, practical learning experiences that engage youths more effectively than traditional classroom settings. Such engagement is critical in reducing idle time—a known risk factor for substance abuse. However, despite these potential benefits, the implementation of vocational education in Toto faces several challenges. Inadequate funding, insufficient infrastructure, and a shortage of trained instructors have all been cited as factors that compromise the quality and reach of vocational programs (Ibrahim, 2025). Additionally, societal attitudes and a lack of awareness about the benefits of vocational training further limit participation among at-risk youth. Families and communities sometimes perceive vocational education as inferior to conventional academic pathways, which can diminish its attractiveness. This study seeks to examine how vocational education impacts substance abuse among youths in Toto by analyzing the interplay between program quality, socio-economic factors, and individual behavioral outcomes. The investigation will draw on both qualitative and quantitative data to explore whether improved access to vocational training correlates with reduced substance abuse incidences. By doing so, the research aims to provide a nuanced understanding of the role vocational education can play in addressing a critical social issue. In the context of evolving educational and public health strategies, this study contributes to ongoing debates regarding the integration of skill-based training in youth development programs. The findings are expected to offer actionable insights for policymakers, educators, and community leaders seeking to mitigate the risk of substance abuse through innovative educational interventions (Okeke, 2023).
Statement of the Problem
Despite the potential of vocational education to mitigate substance abuse among youths, Toto Local Government Area continues to grapple with high rates of drug and alcohol abuse. The problem is multifaceted: while vocational training offers a constructive alternative to substance use, its implementation is hindered by inadequate resources and low participation rates among vulnerable populations. Economic hardship and limited access to quality education have pushed many youths toward substance abuse as a coping mechanism (Bello, 2023). In addition, there is a pervasive lack of awareness about the benefits of vocational training, resulting in minimal enrollment in available programs. Many vocational centers are under-equipped and understaffed, reducing their capacity to deliver effective training and engage at-risk youth. Furthermore, prevailing cultural attitudes often undervalue vocational education, thereby reinforcing the cycle of neglect and substance abuse. Without proper guidance and support, youths remain susceptible to the temptations of substance use, which further exacerbates social and health issues in the community. Stakeholders have noted that even when vocational programs are accessible, they are not always aligned with the specific needs of substance abuse prevention and recovery. The absence of integrated counseling and mentorship components within these programs means that the potential for vocational training to serve as a preventive measure is not fully realized (Law, 2024). Consequently, the gap between the intended benefits of vocational education and its practical outcomes persists, contributing to ongoing substance abuse challenges in Toto. This study therefore aims to identify the barriers that prevent vocational education from effectively reducing substance abuse among youths and to propose strategies for enhancing program impact. By analyzing the structural, economic, and cultural dimensions of this issue, the research intends to offer evidence-based recommendations that can help transform vocational education into a robust tool for substance abuse prevention and youth empowerment (Nwankwo, 2025).

It examines program implementation, resource challenges, and participant outcomes within local vocational centers and does not extend to other regions or alternative intervention models.
